The Founding Board created the Lake Effect Conservancy in August 2016 specifically to advocate and raise private philanthropic funds for development, maintenance, and operating costs of the Lake Effect Project.

The Lake Effect Conservancy and City of Wayzata entered into a special public private partnership to jointly raise funds for the project. The Conservancy will raise private funds and the City will raise public funds. The City/Conservancy Partnership Agreement was approved by the City Council in August 2016 and outlines the roles and responsibilities of each institution related to fundraising and decision making.
